Daniel 2 describes Gentile empires of gold, silver, bronze, iron and iron/clay that will rule over Judah. Nebuchadnezzar reigned over Babylon and Jerusalem fell in 586 BC. Later in 556 BC, his grandson, Belshazzar, ruled as regent under Nabonidus the king. Daniel had a vision in the third year of Belshazzar so Daniel 8 (583 BC) occurs before
Daniel 5 (539 BC) and Babylon and Belshazzar fall to Media-Persia. Daniel and Revelation are not in sequential order. See

In the third year of the reign of king Belshazzar a vision appeared unto me, even unto me Daniel, after that which appeared unto me at first. (
Daniel 8:1).
Daniel saw a ram with two horns that expanded west, north and south and became great. Then a one horned goat came from the west and struck the ram and broke the two horns. The goat became very great but the horn was broken and four took his place.
I lifted up my eyes, and saw, and, behold, there stood before the river a ram which had two horns. And as I was considering, behold, a goat came from the west: and the goat had a notable horn between his eyes. I saw him [goat] come close unto the ram, and he was moved with anger against him, and smote the ram, and brake his two horns. Therefore the goat waxed very great; and from it came up four [horns] toward the four winds of heaven (
Daniel 8:3, 5, 7-8).
